FILIPINOS CAN STILL GET 2ND DOSE OF COVID-19 JAB EVEN AFTER MISSING UP TO 2 WEEKS

MANILA - Filipinos may still get their second dose of COVID-19 vaccine even after missing their schedule by one or two weeks, an epidemiology and data analytics expert working with government said Thursday.

Some 1 out of 2.1 million vaccinees missed their second dose after being expected to receive the shot after 8 weeks, according to Dr. John Wong, founder of health research institution EpiMetrics Inc.

"Okay lang naman basta ang importante bumalik sila para sa second dose. Without the second dose kulang ang protection nila. Kahit na you miss by 1 week or 2 weeks, basta bumalik ka," he told ABS-CBN's Teleradyo.

Individuals missed their second dose appointment likely due to fear of side effects, conflict of schedule, or lack of supply, he added.

'NO DOUBT SARA DUTERTE-CARPIO WILL DEFINITELY RUN' FOR PRESIDENT IN 2022: LAWMAKER

MANILA - There is "no doubt in his mind" that Davao City Mayor Sara Duterte-Carpio will run for president in next year's elections, a lawmaker said Thursday.

"There’s no doubt in my mind based on our exchange of chats and this has been long running that she will definitely run in 2022," Albay 2nd District Rep. Joey Salceda told ABS-CBN's Teleradyo when asked if Duterte-Carpio will run for president in next year's elections.)

"Nagpaalam ako sa kanya kasi ang dami na, simula 2 weeks ago, kinukulit na po talaga ako at tumatanggi ako, sabi ko baka dapat ikaw na. Sabi niya, ‘ikaw na muna.'"

The Davao City mayor is "going through the process of building alliances," he added.

"I think if you look at the current lay of the land, it's possible that she will run unopposed," he said.

DUTERTE CONFERS ORDER OF LAPU-LAPU ON HEROES OF PGH FIRE

MANILA — President Rodrigo Duterte on Wednesday conferred the order of Lapu-Lapu to staff members of the Philippine General Hospital (PGH) who were among the first to evacuate patients and newborn babies from a fire at the facility that also treats COVID-19 sufferers.

The 5-hour blaze at government-run PGH in the wee hours of May 16 forced the transfer of dozens of patients to nearby hospitals and left at least P50 million in damage, its director earlier said.

The PGH personnel who received the Order of Lapu-Lapu from Duterte at Malacañang include the following.

Surgeon Dr. Rodney Dofitas

Residents Dr. Alexandra P. Lee and Dr. Earle Ceo Abrenica

Nurses Esmeralda Ninto, Jomar Mallari, Kathrina Bianca Macababbad, Phoebe Rose Malabanan, Nurses Quintin Bagay, Jr.

Safety officers Joel Santiago and Ramil Ranoa

The Order of Lapu-Lapu is given to persons in government or private sector who have rendered extraordinary service or have made exceptional contributions to the success of the President’s campaign or advocacy.

No casualties were reported in the fire at PGH in Manila.

PALACE AGREES WITH IMEE MARCOS THAT 'FIGHT IS OVER' IF DUTERTE DECIDES TO RUN FOR VP

MANILA — While President Rodrigo Duterte has not decided on whether to run for vice president next year, Malacañang agrees with Sen. Imee Marcos that the "fight is over" if he does because of his high trust and satisfaction numbers.

Leaders of the ruling Partido Demokratiko Pilipino-Lakas ng Bayan have adopted a resolution urging Duterte to run for vice president, saying his "steadfast leadership" and the "strong public support for his agenda of change" would bring the people and the economy "back to good health." They have also cited the need to continue the socioeconomic agenda of Duterte, who serves as chairman of the party.

Malacañang has said that Duterte was still thinking about a possible bid for the vice presidency but Marcos believes that the fight for the second highest post of the land is over if the chief executive decides to join the race. The senator has also predicted that those who are interested in running for vice president might back out if Duterte seeks the post.

"Well, I agree with that. It is very clear that based on the data I saw in the last six months, the trust and satisfaction rating of our president has not gone below 90 to 91 (percent) even if his critics are very noisy," Roque told radio station dzXL Tuesday.

"What is being discussed right now is who will be the running mate, who will run for president. But the president has not decided (on whether he will run for vice president). He said he would think about it," he added.

DUTERTE ADMIN'S HUMAN RIGHTS VIOLATIONS 'INCOMPARABLE, HIGHER' THAN PREVIOUS TERMS: CHR

MANILA - The rate and scale of the Duterte administration's human rights violations is "incomparable, higher than other administrations," the Commission on Human Rights (CHR) said Thursday, as it lamented how police non-cooperation hindered most of their investigations.

"No particular administration has been spared of human rights violation. Every administration committed its fair share of human rights violation...[but] there never has been a time we have been so overwhelmed with the number of cases we are handling right now," CHR spokesperson Jacqueline de Guia said on ANC's Headstart.

The CHR's remark came after a drunk policeman in Quezon City shot dead his elderly neighbor while off-duty. The crime was caught on video and has since gone viral on social media.

Philippine National Police chief Gen. Guillermo Eleazar has vowed for the policeman's dismissal.

The CHR is also investigating the death of Edwin Arnigo, a man with autism, who was supposedly killed in a police raid on an illegal cockfighting site in Valenzuela.

President Rodrigo Duterte's statements on protecting policemen and military also "encourage and embolden" abuse, De Guia said.

"He’s the most influential official in the country. Words matter. We have repeatedly said he's very influential to his constituents even to government officials under him and therefore we would want the highest-ranking official to encourage accountability and to make sure the justice system is working not only for a select few but for everyone," she said.

The commission is investigating 3,295 cases of alleged extrajudicial killings, and slays of journalists, lawyers, judges, and activists, De Guia said. The CHR welcomes the justice department's promise to engage with the rights body on investigating EJKs, she said.

Police's non-cooperation remained the biggest challenge in investigating the government's alleged human rights violations, de Guia added.

The CHR gives a cash assistance of up to P30,000 to encourage victims' families to pursue justice, added De Guia.

HEALTH GROUP ASKS PHILIPPINES TO SUPPORT BID TO WAIVE COVID-19 VACCINE PATENTS

MANILA — Public health advocates called on the Philippines to support the proposal to waive intellectual property protections for COVID-19 vaccines as the world continues to battle the coronavirus pandemic.

In a statement, the Coalition for People’s Right to Health urged the government to unconditionally support the Trade-Related Aspects of Intellectual Property Rights (TRIPS) waiver, a proposal that seeks to waive intellectual property rights for COVID-19 technologies that prevent, treat and contain the pandemic.

CPRH said the Philippines—which is dependent on foreign vaccines for its massive inoculation drive—remains “remarkably silent” on the issue.

“Vaccine czar [Carlito] Galvez has repeatedly echoed the rhetoric of richer countries racking up most of the global supply, but with little to no discourse on questioning why that is, which the TRIPS waiver essentially dares to answer,” CPRH said.

It said the lack of publicly-owned infrastructure and capacity to produce vaccines in the country muddles argument for compulsory licensing “but a TRIPS exemption may be a first step to incentivizing or revitalizing national industrialization, apart from widening access through decentralized negotiations.”

The group stressed it is high time for the country to break its silence and stand with nations demanding vaccine equity.

“As disease and inequity spread even more rampantly in our country, we cannot afford to be idly silent. Advancing the right to health amid a pandemic entails asserting people over profit and people over patents in Geneva, Manila, and in every community,” it said.

Rep. Arlene Brosas (Gabriela Women’s Party) filed a resolution urging the Philippine to sign the TRIPS waiver.

The United States recently agreed to support the waiver after initially resisting the proposal along with other wealthy nations. The TRIPS Council of the World Trade Organization will reconvene next week to discuss the proposal.

PNP CHIEF APOLOGIZES FOR 'OUTBURST' WHILE CONFRONTING COP MURDER SUSPECT

MANILA - Philippine National Police Chief Gen. Guillermo Eleazar on Thursday apologized for what he called an "outburst of emotion" when he confronted a policeman caught on video shooting dead a woman.

The public information office of the PNP on Tuesday shared a clip of Eleazar berating Police Master Sgt. Hensie Zinampan, who was accused of killing his neighbor, Lilybeth Valdez.

"Humihingi ako ng dispensa dun sa outburst of my emotion. Parang isang tatay lang na tinatangkilik yung mga anak na gumagawa nang tama, pero sa kabila ng mga pakiusap ay may walanghiyang anak," he told ANC's Headstart.

"I’m sorry, I should have been more circumspect in my action," he said.

He also said he should have been "circumspect" as there is a memorandum circular that prohibits the presentation of suspects as this is a violation of their human rights.

The PNP's Ethical Doctrine Manual also mandates all members of the organization to "respect and protect human dignity and maintain and uphold the human rights of all persons" as they perform their duties.

Eleazar, who had confronted suspects this way in the past when he was regional director, said he is apologizing because he is now the head of the PNP.

PHILIPPINES MISSES VACCINATION TARGETS ON ELDERLY, ADULTS WITH COMORBIDITIES

MANILA - The Philippines missed its target of vaccinating one-fifth of senior citizens and people with comorbidities since it started its inoculation drive in March, a health expert consulted by the government's pandemic task force said Wednesday.

In a town hall forum organized by the Department of Health, Dr. John Wong said the government fell short of its COVID-19 vaccination target for those belonging in the A2 and A3 categories.

"If we're targeting to vaccinate 70 percent of the population by December... in the 3-month period, we should have vaccinated about 21 percent," he said.

Wong, a member of the IATF technical working group on data analytics said that apart from supply issues, vaccine hesitancy hampered the country's aim of achieving herd immunity.

"So, we're doing well with health workers but not so good with seniors and persons with comorbidities," the epidemiologist said.

Government figures showed that 1.4 out of 1.55 million health workers or 90 percent already received the anti-coronavirus jab.

Meanwhile, only 1.3 out of 9.4 million senior citizens or 14 percent were vaccinated so far. More than 1.1 out of 14.5 million people with comorbidities or 8 percent were inoculated against the respiratory illness.

PHIVOLCS WARNS OF LAHAR FLOW AS DANTE CROSSES PHILIPPINE LANDMASS

MANILA - The public is warned of lahar, muddy streamflows or muddy run-off in rivers and drainage areas surrounding Taal Volcano and Mt Pinatubo brought by tropical storm Dante's heavy rains, Phivolcs said Thursday.

The agency had issued the warning Wednesday morning as Dante was forecast to hit Zambales and Batangas, Phivolcs officer-in-charge Renato Solidum said.

"Kung sakaling sobra-sobra ang ulan kailangan paghandaan in the long-term baka magkaroon ng mas maraming lahar at umapaw sa ilog," he told ABS-CBN's Teleradyo.

"Mas mabilis po maanod yan pag tuloy-tuloy po ang bagyong dumadaan sa'tin."

Pyroclastic flow deposits of the 1991 eruption remain on the watershed near Pinatubo while thin remnant ash can be remobilized in streams and roads on the slopes west of Taal Lake, Solidum said.

As of 5 a.m. Thursday, Dante was last spotted over the coastal waters of Santa Cruz town, packing maximum sustained winds of 65 kilometers per hour (kph) with gusts of up to 90 kph.

It is forecast to continue moving north-northwestward over the coastal waters of Zambales and Pangasinan and emerge over the West Philippine Sea, PAGASA said.

The weather disturbance is likely to be downgraded into a tropical depression in the next 12 hours, PAGASA added.

SENATE PANEL TO PROBE LUZON POWER SHORTAGE

MANILA — The Senate Committee on Energy will launch an inquiry into the recent spate of rotational blackouts in Luzon, the panel's chairman, Sen. Sherwin Gatchalian, said Wednesday night.

Some 390,000 households from 90 barangays in 16 LGUs lost their electricity on June 1, Gatchalian said.

Two vaccination centers in Valenzuela, he added, also experienced power interruptions.

A number of senators were also unable to attend Tuesday's plenary session through videoconference due to the blackouts.

In another plenary session held the following day, several senators noted that the Department of Energy in April assured the Senate that there was no high risk of power shortage supply during the summer.

Gatchalian said he filed Senate Resolution No. 740 to underscore the role of the DOE  in ensuring the quality, reliability, security and affordability of electric power supply in the country and to hold the department to account for its failure to address power supply shortages since 2016.

JOLLIBEE TEMPORARILY SHUTS DOWN BGC BRANCH AFTER 'FRIED TOWEL' COMPLAINT

MANILA — Fast food giant Jollibee Foods Corp. is temporarily shutting down one of its stores in Bonifacio Global City after a customer who ordered a fried chicken complained about receiving a deep-fried towel instead.

Jollibee’s branch in Bonifacio – Stop Over will cease operations for three days starting Thursday to “thoroughly review its compliance with procedures and retrain its store team” to avoid a repeat of the incident, the company said in a statement.

“We will also send out reminders to all stores to ensure the strict adherence to Jollibee’s food preparation system,” it added.

In a viral social media post, the customer claimed she was served a breaded fried towel instead when she purchased Jollibee’s famous Chickenjoy from the BGC branch via a food delivery service app.

“Ordered chicken for my son, while I was trying to get him a bite, I found it super hard to even slice. Tried opening it up with my hands and to my surprise a deep fried towel,” the customer said.

“This is really disturbing... How the hell do you get the towel in the batter and even fry it,” she added.

Jollibee said it is “deeply concerned” by the incident and has launched an investigation. “It is unfortunate that deviations from Jollibee’s standard food preparation procedures occurred on the part of certain personnel of the store,” it added.

ELLEN ADARNA STARTS HER OWN YOUTUBE CHANNEL

MANILA – Ellen Adarna is finally on YouTube.

The actress uploaded her first entry last May 31 and it now has over 24,000 views.

The one-minute, 24-second clip begins with Adarna attempting to perfect an introduction to her new social media page.

“Hey guys. This is Ellen Adarna and welcome to my YouTube channel,” she said numerous times.

The other parts of the video show Adarna’s candid moments while working out and having fun at home, whether alone or with her son Elias, intertwined with some of her past travel videos.

As of writing, Adarna’s YouTube channel already has over 4,000 subscribers.

Adarna has made headlines in the recent months because of her new relationship with actor Derek Ramsay.

In February, after weeks of speculation, the couple acknowledged being romantically involved. Adarna and Ramsay got engaged last March 30.

Ramsay previously said he is convinced that the actress is “the one” he will finally marry, after several relationships that unfolded and ended in the public eye.

He revealed that prior to the viral dinner party in January, which first spurred rumors romantically linking them, he had already gone out on a “blind date” with Adarna.
